0n 07/23/2026, the New York State Office of the State Comptroller granted the New York State Office of Children and Family Services (OCFS) an exemption from competitively advertising CRER 1262 - NYC 2K.
The NYS enacted budget appropriated funds to be provided to a social services district located within a city having a population of 1,000,000 or more to implement free child care for two-year olds. A formal competitive process is not feasible due to New York City having the only social services district located within NYS that satisfies this requirement. NYC is the only awardee that can be funded by this budget appropriation.
