This request for proposals (RFP) is issued in accordance with HTFC’s Procurement
and Contract Guidelines and in compliance with Section 2879 of the New York State
Public Authorities Law and seeks to provide Biological Monitoring of Oyster
Implementation for the Living Breakwaters Project (“Project”) as further described in
the Scope of services section of this RFP.
The contract(s) resulting from this RFP process will be for a five-year term (2027-
2031), subject to approval by the Agency’s Board of Directors (“Board”).

The scope of services includes biological monitoring of oyster implementation for the Living Breakwaters Project, as further described in the Scope of services section of the RFP. The contractor will perform tasks outlined in Section 9.2 Scope of Work and produce deliverables listed in Section 9.3 Deliverables.
