The purpose of this Request For Proposal is to obtain professional consulting services to evaluate and redesign Ulster County’s contract development and execution processes. The County seeks actionable recommendations for short-term improvements using current resources and long-term modernization strategies to support future investment and improved operational efficiency.
Ulster County, located in the Mid-Hudson Valley of New York State, serves approximately 180,000 residents across urban, suburban, and rural communities. The County government administers a wide array of programs and services in areas such as human services, public safety, transportation, public health, planning, infrastructure/public works, and economic development. These services rely on numerous contracts each year to support operations, partnerships, and County initiatives.
To support effective service delivery and operational efficiency, Ulster County is requesting proposals from qualified consultants to evaluate and redesign the County’s contract development and execution process. The County intends to obtain a clear, objective assessment and a set of actionable recommendations that will improve consistency, transparency, and timeliness across the post award contract lifecycle.

The consultant will evaluate and redesign Ulster County's contract development and execution processes. The County seeks actionable recommendations for short-term improvements using current resources and long-term modernization strategies to support future investment and improved operational efficiency. The work includes assessing the current post-award contract lifecycle, which involves multiple reviews (administrative, legal, departmental), manual processes, variable documentation quality, inconsistent workflow practices, and unclear handoff points. The County currently uses Tyler New World ERP and Onbase but lacks an integrated end-to-end contract lifecycle management structure.
