The State University of New York (“SUNY”) Upstate Medical University (“Upstate”) is seeking offers from qualified Landlords interested in entering into an initial 15-year lease agreement, with two (2) optional 5-year renewal terms and a holdover provision, for approximately 15,000 – 25,000 rentable square feet of clinical ambulatory facility space located within the following zip codes: 13421, 13476, or 13478.

This procurement is subject to NYS Finance Law §§139-j & -k (aka the Lobbying Law). The Lobbying Law imposes certain restrictions on communications between an offeror and the State during the procurement process. An offeror is restricted from contacting anyone other than the designated staff (Contracts & Campus Purchasing: Director, Dan Arnold; Senior Contract Administrator, Kristin Ryder) from the date of the issuance of this request notification through final award and approval of any resulting lease agreement(s) by the Office of the New York State Comptroller.

The space must support outpatient clinical care and after-hours care, include a flexible pods layout, shared conference areas, an imaging suite (MRI, XR, ultrasound), and an outpatient pharmacy. The facility must meet Article 28 NYSDOH requirements, be ADA accessible, provide secured card access, independent HVAC zones, UPS, and allow illuminated and non-illuminated Upstate-branded exterior signage. The lease term is an initial 15 years with two optional 5-year renewals and a holdover provision, with occupancy beginning in Q4 2030.
