NORTHERN BRANCH EXTENSION (HBLR) – TRANSIT ORIENTED DEVELOPMENT
COMPREHENSIVE CORRIDOR PLAN
NJ TRANSIT is requesting Proposals from qualified consulting firms to provide a workplan
designed to engage local communities, local government, and regional and state
agencies involved in the many facets of transit-oriented development in crafting a
collective vision for this extended corridor and the actionable strategies with the intention
of awarding a contract to the organization(s) whose Proposal offers the best value to NJ
TRANSIT, price and other factors considered.
To obtain the RFP and all proposal documents, interested firms must register with Bid
Express at www.bidexpress.com. There is no cost to register or upload a proposal.
NJ TRANSIT Pre-Proposal Conference will be held utilizing a telephone and video
conference via Microsoft Teams, scheduled for the date and time specified in Attachment
D (subject to change by Addenda) to the RFP, for the purpose of discussing general
information relating to the project.
The RFP Instructions and Attachment D list all deadlines and requirements for
submitting Proposals. Technical Proposals and Cost Proposals must be received on
or before Wednesday, August 19, 2026, at 11:00 AM., EST via Bid Express.
In accordance with Interim Final Rule, effective October 3, 2025 (90 F.R. 47969) be
advised that there is no Disadvantaged Business Enterprise (DBE) goal assigned to this
procurement.
Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and
N.J.A.C. 17:27.
The selected firm will provide a workplan designed to engage local communities, local government, and regional and state agencies in crafting a collective vision for the extended corridor and actionable strategies.
