RFP-2027-DCYF-03-JUSTI: Justice Involved Teen Foster Program

The Contractor must recruit and train foster caregivers to build a sustainable and statewide pool of qualified caregivers prepared to support teens involved in the juvenile justice system who have mental health and behavioral health needs. The Contractor must target 10-15 new foster caregiver inquiries in the first year leading to 5-7 licensed homes, and 20-30 inquiries each subsequent year leading to 10-15 licensed homes. The Contractor must develop digital and traditional recruitment materials, coordinate with the University of New Hampshire's CWEP to manage training needs, develop a Peer Support Model, provide stipends to foster caregivers, and collaborate with an Advisory Group. The Contractor must also submit annual reports with data on recruitment, training, and licensing, and ensure services are available statewide.
