1.1. The purpose of this bid invitation is to establish a contract for Heavy Equipment Rental and/or a contract for Heavy Equipment Rental to include Operator Services to the State of New Hampshire with services indicated in the SCOPE OF SERVICES and OFFER sections of this bid invitation, in accordance with the requirements of this bid invitation and any resulting contract.
Vendors shall supply heavy equipment (such as excavators, dozers, and related machinery) for rental on an as-needed basis. For rental-only contracts, vendors deliver fully fueled equipment in good working order, free of dirt and debris, and pick up equipment within 2 business days after project completion; the renting agency performs routine maintenance and refueling. For rental-with-operator contracts, vendors provide both equipment and a qualified operator who is responsible for routine maintenance, refueling, safe operation, equipment repairs at no extra cost, and departure within 24 hours of project completion. Both contract types include equipment delivery to specified state agency locations within contracted counties, response to delivery timeline requirements (1 business day notice for rental-only, 3 business days for rental-with-operator), and accommodation for equipment-hygiene requirements to prevent invasive species spread. Vendors shall supply all labor, tools, transportation, materials, equipment, and permits necessary and shall not add special charges, surcharges, or fuel charges beyond the bid price.
