NOTICE TO PROSPECTIVE BIDDERS
INVITATION TO BID ON PURCHASE ORDER CONTRACT
The North Carolina Department of Transportation is requesting bids for the above
referenced project. The contractor must furnish all labor, materials, equipment, and any
other items necessary for the completion of this contract.
BID OPENING
Electronic bids must be received at the Division 2 Project Development Office, Located
at 1037 W.H. Smith Blvd., Greenville, by Wednesday, October 14, 2026 at 2:00 PM.
Bids for this project must be submitted electronically using the on-line system Bid
Express®. Refer to the Instructions to Bidders in the proposal for more information.
The North Carolina Department of Transportation, in accordance with the provisions of
Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the regulations of the
Department of Transportation (49 CFR, Part 21), issued pursuant to such act, hereby
notifies all bidders that it will affirmatively ensure that the contract entered into pursuant
to this notice will be awarded to the lowest responsible bidder without discrimination on
the grounds of sex, race, color, or national origin.
The contractor furnishes all labor, materials, equipment and other items necessary to mill 1.5 inches between rumble strips, place approximately 1.5-inch asphalt concrete surface course Type S9.5C, perform shoulder reconstruction after paving with positive drainage, and complete incidental milling, erosion control including silt fence, wattle and seed and mulching, and work-zone traffic control on US-17 and SR-9001.
