Bidder shall respond statewide to emergency incidents on land and in water to contain spills, recover contaminants and clean gross contamination, monitor sites including air surveillance and environmental sampling under EPA protocols, sample and analyze hazardous and non-hazardous materials with 24-hour lab service, neutralize releases, decontaminate personnel equipment and structures, remove contaminants from sunken vessels, transport wastes and samples, deploy boom skimmers and spill equipment, excavate buried materials, perform pressure and non-pressure chemical transfers, provide turn-key traffic control, and perform other directed cleanup activities for pollutants, oil, hazardous substances and waste, biomedical waste, chemical or biological agents, solid waste and regulated materials on an indefinite-delivery work-order basis.
