The Contractor will deploy and manage HIE infrastructure serving traditional HIE functions during an initial phase, enabling a strategically planned phased statewide, bidirectional clinical data exchange connecting rural providers, hospitals, private providers, long-term care, behavioral health, emergency systems of care, and other care settings. Core services must focus on improving care coordination across Mississippi's systems of care including trauma response, shared access to clinical information, and a centralized imaging service, while integrating incoming data sources bidirectionally with public health registries, surveillance programs, and emergency systems of care. The Contractor must provide staffing plans, key personnel, operational and technical service requirements, and ultimately support future integration with broader data assets such as an All-Payer Claims Database.
