Proposals will be evaluated on four criteria, each worth up to 25 points: 1) Knowledge and experience providing program management services related to federal projects; 2) Familiarity with regulatory framework and experience in applying for state and federal grants and loans; 3) Technical competence of staff and principals; and 4) Knowledge of and familiarity with projects such as those needed under this program.
