Metromover 1st Street Station Construction Repairs

Scope of Work: (Contractor must obtain and submit all permits prior to performing any work.)
A. Work under this Contract includes the removal, replacement, and rehabilitation of the existing roofing system and associated structural components at the Metromover 1st Street Station. The engineering report dated April 19, 2024, identified significant deterioration of the roof system and underlying steel framing due to long term water intrusion. All work shall be performed in accordance with the construction documents, specifications, and engineer of record direction. Work includes, but is not limited to, the following:

1. Removal of the existing roofing system in its entirety, including membrane, insulation, metal roof panels, flashings, fasteners, and all deteriorated roofing components.
2. Removal of loose, delaminated, or unstable concrete identified as spalls, including preparation of exposed areas for repair per structural specifications.
3. Removal and replacement of deteriorated metal roof deck panels exhibiting corrosion, section loss, or detachment from the structural framing.
4. Removal, cleaning, repair, or replacement of corroded open web steel joists, steel beams, and structural framing members, as identified in the engineering report and construction documents.
5. Provide structural steel repairs including reinforcement, replacement, welding, surface preparation, and application of corrosion resistant coatings per engineer-of-record requirements.
6. Perform concrete repairs at spalled or delaminated areas using approved structural repair mortars, bonding agents, and methods consistent with specifications.
7. Furnish and install a completely new roofing system meeting Miami Dade County Product Approval and HVHZ requirements, including new roof decking (as required), insulation, membrane, flashings, terminations, fasteners, and accessories.
8. Install all new roof panels and associated framing components as specified, ensuring proper weatherproofing, drainage, and long-term corrosion protection.
9. Provide temporary weather protection throughout construction to prevent water intrusion and protect existing structural and electrical systems.
10. Replace or restore any damaged communications conduit, electrical conduit, or building technology components located within the roof assembly. Technology equipment on the platform is to be to be protected.
11. Install new sealants, expansion joint assemblies, edge metal, and penetration flashings per construction documents.
12. Remove all corrosion stains and perform surface preparation on steel elements prior to coating application.
13. Replace any deteriorated ceiling elements at platform or mezzanine areas directly affected by roof leaks, as shown in structures or architectural drawings.
14. Maintain safe access for the public and coordinate all work with DTPW operations to ensure minimal disruption to Metromover service.
15. Remove all construction debris daily and restore all disturbed areas to original condition upon completion.
16. Perform all inspections, testing, and quality control procedures required by DTPW, the engineer of record, and product manufacturers, including fastener pull tests, adhesion tests, and final water intrusion testing.

Technical Certification Requirements:
A. LICENSE REQUIREMENTS:

1. At the time of Bid and pursuant to the requirements of Section 10-3 of the Code of Miami-Dade County, Florida and these Solicitation and Contract Documents, the Bidder must hold a valid, current, and active:
   a) Certificate of Competency from the County’s Construction Trades Qualifying Board as General Engineering Contractor, or as Specialty Engineering Contractor, or
   b) Certification, as a general contractor, provided by the State of Florida Construction Industry Licensing Board, pursuant to the provisions of Section 489.115 of the Florida Statutes; or
   c) Pursuant to Section 255.20, Florida Statues (F.S.) and in lieu of the above, the County may consider a bid from a Bidder that is a duly licensed Contractor in good standing that has been prequalified and considered eligible by the Florida Department of Transportation (FDOT) under Section 337.14, F.S. and Chapter 14-2, Florida Administrative Code, to perform the work described in the Contract Documents. Contractors seeking consideration under this Paragraph shall submit along with the Bid Documents for review and consideration, current copy(ies) of their FDOT Certificate(s) of Qualification, Certification of Work Underway, and Status of Contract(s) On Hand. Acceptance of FDOT prequalification(s) necessary to perform the work specified in the Project’s Scope of Work shall include the Flexible Paving work class.
2. The Contractor shall furnish Certificates of Insurance to the County prior to commencing any operations under this Contract. The certificates shall clearly indicate that the Contractor has obtained insurance, in the type, amount and classification required by these Contract Documents.

B. EXPERIENCE REQUIREMENTS:

1. As per Miami Dade County Resolution R-1122-21, the Bidder must demonstrate that it has full-time personnel with the necessary experience to perform the Project’s scope of work. This experience shall include work on successfully completed projects performed by the identified personnel whose bulk of work performed is similar in detail to the Project’s scope of work described in these Solicitation Documents. In addition, it must have verifiable experience with completing structural rehabilitation, HVHZ approved roofing installation, and work in operating transit environments.
2. Demonstrate the experience requirement by:
   a) Providing a detailed description of at least three (3) projects similar in detail to the Project’s scope of work described in these Solicitation Documents and in which the Bidder’s identified personnel are currently engaged or have completed within the past five (5) years. List and describe the aforementioned projects and state whether the work was performed for the County, other government clients, or private entities. The description must identify the following, plus, recognition upon these fields:
3. The identified personnel and their assigned role and responsibilities for the listed projects.
4. The client’s name and address including contact person and phone number for reference.
5. Description of work.
6. Total dollar value of the contract.
7. Contract duration.
8. Structural rehabilitation.
9. Roofing systems (HVHZ)
10. Architecture and building envelopes.
11. Electrical, communications, and technology systems.
12. Fire alarm coordination.
13. Mechanical/ventilation components.
14. Work adjacent to active transit operations.
15. Three (3) reference letters from previous clients verifying the successful completion of comparable projects. Each reference must include specific details about the project scope, timeline, and quality of work performed.
16. All submitted documentation must clearly demonstrate the bidder's ability to meet the specified requirements and successfully execute the contract.
17. Statement or notation of whether Bidder’s referenced personnel is/was employed by the prime contractor or subcontractor.
18. For completed projects, provide letters of certification of final acceptance or similar project closure documentation issued by the client and available Contractor’s performance evaluations, and
19. Failure to demonstrate minimum qualifications may result in disqualification.
20. The County reserves the right to request additional information and/or contact listed people pertaining to the bidder’s experience.

C. INDEMNIFICATION AND INSURANCE REQUIREMENTS:
The Contractor shall furnish to Department of Transportation and Public Works, 111 NW 1 Street, Miami Florida 33128, Certificate(s) of Insurance which indicate that insurance coverage has been obtained which meets the requirements as outlined below:
A. Worker’s Compensation Insurance for all employees of the Contractor as required by Chapter 440, Florida Statutes.
B. Commercial General Liability Insurance in an amount not less than $1,000,000 per occurrence, and $2,000,000 in the aggregate not to exclude Products & Completed Operations. Policy must be endorsed to include Contractual Liability-Railroads coverage via ISO endorsement CG2417 (or equivalent) for work on or within 50 feet of railroad property, including Metrorail and Metromover. Miami-Dade County must be shown as an additional insured with respect to this coverage.
C. Railroad Protective Liability Insurance in an amount not less than $2,000,000 per occurrence, and $6,000,000 in the aggregate. Miami-Dade County must be shown as a Named Insured with respect to this coverage.
D. Automobile Liability Insurance covering all owned, non-owned and hired vehicles, in an amount not less than $1,000,000 combined single limit per occurrence for bodily injury and property damage.
E. Umbrella Liability or Excess Liability Insurance in an amount not less than $5,000,000 per occurrence, and $5,000,000 in the aggregate. NOTE: If Excess Liability insurance is provided, must be follow-form to the underlying Commercial General Liability and Automobile Liability policies.
Excess/Umbrella Liability insurance may be used to supplement minimum liability coverage requirements. Follow form basis is required if providing Excess Liability.
All insurance policies required above shall be issued by companies authorized to do business under the laws of the State of Florida, with the following qualifications:
The company must be rated no less than “A-” as to management, and no less than “Class VII” as to financial strength, by Best’s Insurance Guide, published by A.M. Best Company, Oldwick, New Jersey, or its equivalent, subject to the approval of the County Risk Management Division.

The company must hold a valid Florida Certificate of Authority as shown in the latest “List of All Insurance Companies Authorized or Approved to Do Business in Florida” issued by the State of Florida Department of Financial Services.
Miami-Dade County reserves the right, upon reasonable notice, to request and examine the policies of insurance (including but not limited to policies, binders, amendments, exclusions or riders, etc.)
