Miami-Dade County Department of Housing and Community Development (HCD) is releasing the Request for Applications (RFA) for Documentary Stamp Surtax (Surtax) and State Housing Initiatives Partnership (SHIP) funding for New Construction and Redevelopment/Rehabilitation activities. The application re-opens on Monday, March 2, 2026, and shall remain open until funds are exhausted.
Applicants must submit applications using ZoomGrants, an online grants management system.

Application
The program funds homeownership development projects countywide through construction lending for new construction, redevelopment, and rehabilitation of affordable housing units. Eligible housing typologies include single-family detached units, approved manufactured homes, studios, twin home/duplexes, condominium units, and townhomes. Developers must provide a minimum of 15% of construction cost from non-County sources, and units must be sold to households earning between 51% and 140% of Area Median Income. Loan terms vary by development size, with interest at 0.5% for most loan types and terms of 2-3 years.
