The City of Los Angeles (City), Department of Cannabis Regulation (Department or DCR) is seeking to develop a pre-qualified list of on-call consultants to develop face-to-face and virtual on-demand curricula, as well as provide as-needed professional training, technical assistance, mentoring, and associated materials and services, to support applicants and licensees eligible for the Social Equity Program (SEP) established under Los Angeles Municipal Code (LAMC) Section 104.20. Throughout this document, individuals, firms and consultants will be collectively referred to as “Proposer(s)” which includes any subconsultant(s) whose experience and expertise is included in the Proposer’s response to this Request for Qualifications (RFQ). The intent of this RFQ is to qualify responsible Proposers whose Statement of Qualifications (SOQ) conforms to this RFQ and are most beneficial to the Department and the Social Equity Program (SEP).
Successful Proposers will be familiar with the legal requirements for the SEP and demonstrate expertise, experience, integrity, quality, timeliness, and other factors in business development curricula, professional training, licensing and compliance, technical assistance, mentoring, and related services.
Consultants will develop face-to-face and virtual on-demand curricula, and provide as-needed professional training, technical assistance, mentoring, and associated materials and services to support applicants and licensees eligible for the Social Equity Program (SEP) established under Los Angeles Municipal Code Section 104.20.
