The Los Angeles County (County) Department of Human Resources (DHR) is issuing this Request for Information (RFI) to businesses or organizations that are interested in and qualified to provide Comprehensive Employee Assistance Program (EAP) Services that include EAP counseling and ancillary wrap-around services to diverse employee populations across departments in the County. This program is intended to assist employees and their eligible dependents in dealing with personal issues, concerns, or needs related to employment and/or a critical incident that occurs, relationships, family issues, conflicts with employees, financial and legal concerns, substance abuse, emotional conditions such as anxiety, depression, stress, and grief, as well as other related matters that might adversely impact employees’ work performance, health, and/or well-being. The EAP may also aid in the event of a traumatic or life-threatening incident during work hours.
The County is interested in obtaining information from vendors with experience providing EAP services as described in this RFI.
The County seeks information on delivering EAP Services (assessment, referral, short-term problem resolution), Critical Incident Stress Management (CISM) and/or Disruptive Event Management, and ancillary wrap-around services (e.g., residential treatment referrals, work-life balance programs, childcare, elder care, financial planning, legal assistance) for two distinct populations: the general County employee population and First Responders. The EAP must include two separate 24/7/365 hotlines, provide up to three sessions per issue per 6-month period, and offer in-person CISM response within two hours of a critical incident. Vendors must describe their organizational experience, operational capability, pricing, and ability to support over 100,000 employees across 38 departments.
