The County of Los Angeles (County) Department of Animal Care and Control (DACC) is releasing this Request for Information (RFI) to obtain information from organizations that provide housing services for animals. The Department is currently in need of a housing facility that can safely and securely house the overflow of dogs that are ready to be adopted from our Palmdale Animal Care Center located at 38550 Sierra Hwy, Palmdale, CA 93550.
The County is surveying the market for organizations that provide animal housing for up to 80 additional dogs. The housing must meet specific conditions including adequate space for dogs to urinate and defecate at least five feet from food and water, self-exercise, stand, turn around, and lie down comfortably; facilitate behavior enrichment and interaction; maintain cleanliness and dryness; have an HVAC system with 10-12 100% exchanges of air per hour; employ air pressurization strategies; enhance air filtration; grant access to food and water; establish a secure environment; eliminate sharp edges; install floor drains and hose/disinfectant stations; utilize specialized doors, hardware, and wall protection; use tempered glass and durable flooring; employ higher-performance finishes; implement waterproof floor and wall systems; utilize commercial-grade dishwashers and washing machines; incorporate sag-resistant ceilings and durable doors; provide restrooms and break areas for staff and volunteers; provide confined, escape-proof meet and greet areas; ensure adequate parking; maintain basic building systems; and meet all ADA compliances.
