The awarded Offeror(s) will provide legal services, including advice and representation, to JPSC, the Kentucky Department of Juvenile Justice (DJJ), and any of their current or former officials and employees who are named as defendants in the case of Jamiahia Kennedy et al. v. Kentucky Department of Juvenile Justice, et al., United States District Court, Western District of Kentucky, Civil Action No. 1:24-CV-00016-GNS. This action is filed by two representative plaintiffs, who seek class certification on behalf of themselves and other similarly situated detained juveniles. They allege that, as juveniles, they were housed at detention centers in Adair and Campbell County under conditions that violated their constitutional and statutory rights. Among the allegations in their Complaint are that they were unreasonably held in their cells for 23 or more hours a day and were denied essential hygiene, education, and medical/mental health treatment. They assert claims under 42 USC §1983, ADA/Rehabilitation Act, and state law negligence. There are fourteen (14) individually named defendants.
