The contractor must improve and construct access roads to drilling areas, drill 22 boreholes (approximately 10 ft of soil and 110 ft of rock per hole), install 8-inch steel casing (10 ft per hole), and inject phenolic foam with packers and flowable fill to extinguish the underground coal seam fire. A burning gob pile will be excavated, quenched with water, and replaced. Work also includes site preparation (clearing, grubbing, access roads, temporary culverts), erosion and sediment control (silt barriers, erosion control blanket), earthwork (grading, burning refuse extinguishment), equipment usage (hoe ram), portal closures (4 standard non-wildlife), revegetation (seedbed preparation, agricultural limestone, fertilizer, seed, mulch, cover crop), roadway stone placement, bituminous repair, and utility relocation/replacement. The contract duration is 365 calendar days from award.
