The work consists of asphalt resurfacing of US 421 from MP 5.110 to MP 8.528, a distance of 3.42 miles, in Clay County. The project includes an experimental bituminous surface mixture containing 30% RAP and a rejuvenator (Organic Modifier L100) on the northbound lane from MP 5.110 to 6.110, with a control section using 15% RAP. Work includes pavement wedge and shoulder monolithic operation, edge keys, traffic control, pavement markings, and compliance with the Standard Specifications for Road and Bridge Construction, Edition of 2026.
