The work includes: developing a forward-looking assessment of demographic, enrollment, workforce, technology, and economic trends; assessing the statewide academic portfolio and workforce alignment; evaluating collaboration incentives and barriers; reviewing institutional operational flexibility and regulatory requirements; analyzing long-term financial sustainability under multiple scenarios; benchmarking governance, coordination, and accountability structures against other states; identifying external funding and partnership opportunities; engaging stakeholders across the Kansas higher education ecosystem; and producing a prioritized set of actionable recommendations organized into near-term (1-2 years), medium-term (3-5 years), and long-term (5-15+ years) horizons. Deliverables include a project charter, future trends outlook, academic portfolio analysis, collaboration assessment, regulatory barriers assessment, financial scenario analysis, governance benchmarking report, stakeholder engagement summary, draft and final recommendations report, and an implementation roadmap with communications package.
