The purpose of this solicitation is to provide affordable housing opportunities to low-to-moderate income Houston residents. Applicants must demonstrate a capacity to construct or rehabilitate, and operate, multifamily housing that benefits low-to-moderate income individuals.
Applications will be reviewed, underwritten, and scored to select awardees based on a predetermined set of criteria outlined in the NOFA.
Applicants must submit comprehensive applications including project narrative, design with elevations and unit floor plans, site plans, detailed scope of work, detailed project timeline covering design through closing, current property survey and appraisal, Phase 1 Environmental Site Assessment, market study, affirmative fair housing marketing plan, community support documentation, green building certification plans, and evidence of financial commitments from all funding sources. For rehabilitation projects, applicants must provide property condition assessment, lead-based paint assessment (if built before 1978), and three years of operating statements. All projects must include designs incorporating a generator as backup power for critical functions and submit an Electrical Failure Plan for power outages.
