Harris County Toll Road Authority (HCTRA) invites professional firms with experience, qualifications, capabilities, and
available staff to submit qualifications to provide Professional Engineering Services for the Hardy Downtown Connector
(HDC) Program. HCTRA plans to make multiple selections to award contracts to Segment Design Consultants (SDCs)
based on firms’ evidence of their ability to provide complete, thorough, and comprehensive responses and information
that demonstrate the most highly competent and qualified provider to develop complete Plans, Specifications, and
Estimates (PS&E) for the Roadway and Structural Segments of the HDC Program.
