The City of Lyons, Georgia is requesting responses to this Request for Qualifications (RFQ) from
qualified firms interested in providing architectural services in connection with Hurricane Helene. The
type of work expected to be performed is design and construction oversight for an event center in the
City of Lyons. Work performed will comply with all federal and state requirements and guidelines
including FEMA PA Program and Policy Guide FP 104-009-02. Any contract entered into will contain all

Responses are due Wednesday, October 28, 2026 at 2:00pm ET. Any responses received after the
specified deadline will not be considered.
Exact format of the technical qualification response is at the discretion of the respondent. Overly
complex or lengthy response packages should be avoided.
Proposals and all required documents must be submitted online to the DFS Procurement Portal
(hereinafter “DFS Portal” or “Portal”) at dfs.bonfirehub.com no later than October 28, 2026 at 2:00 PM,
local time (EST).
Submittals received after the closing time will not be accepted. Multiple submittals from the same entity
will not be accepted.
Submission is electronic only through the DFS Portal. Hard copy proposals or offers by telephone, fax,
or email will not be accepted.
Award is scheduled to occur at the City of Lyons City Council meeting in the Lyons City Hall, at 161 NE
Broad Street, Lyons, GA 30436 on Tuesday, November 3, 2025 at 6:00 PM. The meeting is open to the
public.
