BACKGROUND
The City of Loganville Downtown Development Authority (DDA) is seeking proposals from
qualified developers for the purchase and redevelopment of 254 Main Street in Historic
Downtown Loganville.
This Request for Proposals (RFP) will result in a contract to purchase and carry out the
redevelopment of the stated property as specified in the proposal. The selected developer
will then work with city staff to complete the scope of work.
The DDA reserves the right to withdraw this RFP or reject any and all submittals in
response to this RFP for any reason at any time during the bid process due to unforeseen
or any change in circumstances. This RFP plus the resulting agreement shall be
consistent with all terms and conditions associated with contracts entered into by the
DDA. The DDA is not liable or responsible for any cost(s) incurred during the preparation,
presentation or submission as a response to this RFP.
OVERVIEW OF DEVELOPMENT OPPORTUNITY
Description: The site address is 254 Main Street and 4436 Pecan Street, Loganville,
Georgia 30052 compiled of tax map/parcels LG050051 and LG050047. The property
fronts on Main Street and Pecan Street and Bobby Boss Drive. The parcels are 0.47 and
0.91 acres, respectively. See Exhibits A and B for legal descriptions, and Exhibits C1 -
C4 for the tax cards and site surveys.
Zoning & Development Standards: The current zoning of the parcels are CBD and R16
with Overlay applied.
Redevelopment Vision: The DDA’s primary
The selected developer will purchase and carry out the redevelopment of 254 Main Street (and optionally 4436 Pecan Street) in Historic Downtown Loganville. The DDA envisions a thoughtfully designed infill redevelopment project that injects excitement into the downtown core, with preference for increasing Main Street business fronts, adding restaurant space with outdoor seating, and prioritizing public parking accessibility. Housing components are not a priority but the DDA is open to lofts, business spaces above retail, or detached housing. The developer must submit a proposal including an executive summary, background and experience, relevant projects, resumes of key principals, development approach and design with conceptual floor plans and elevations, an economic/financial pro forma including a proposed purchase price, a development schedule, and proposed terms for a development agreement.
