The City of Atlanta, on behalf of the Department of Watershed Management (DWM), will shortly undergo a MultiStep Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB), towards the procurement of a qualified Progressive Design-Builder to provide design, preconstruction, and construction services for the Peachtree Raw Water Pump Station (PRWPS) improvements. The scope includes, but is not limited to, rehabilitation and replacement of existing pumps, improvements to Pump Buildings 1 and 2, electrical distribution system improvements, evaluation of raw water main alternatives, and development of a dedicated raw water main serving Pumps 1 and 2. Interested firms during the prequalification phase must demonstrate experience and capacity successfully delivering Progressive Design-Build or comparable water infrastructure projects, including the professional design and engineering expertise, construction capabilities, staffing, project management, and resources necessary to perform work of similar size, scope, and complexity. Firms must demonstrate the ability to coordinate design and construction activities, advance the project design, perform constructability and cost evaluations, and support development of a Guaranteed Maximum Price (GMP) prior to construction. PRELIMINARY DESIGN CRITERIA
Overview
This section identifies minimum preliminary design criteria to be considered by the
Contractor for the rehabilitation of the Peachtree Raw Water Pump Station. The
Contractor shall be responsible for providing a complete and final design criteria in the
Design Development Report (DDR) in adherence to applicable Building Codes, Local
Regulations, and City of Atlanta Standards. In the case of any conflicts between these
Preliminary Design Criteria requirements and the City of Atlanta (the City) Standards, the
most current version of the City of Atlanta Standards shall govern.
The Contractor shall be responsible for developing any specification requirements not
defined in the current City Standards and which are deemed necessary by the
Contractor’s design team during the design phase.

All work for this project shall follow the current Mandatory Codes as adopted by the
Georgia Department of Community Affairs (DCA) for construction projects in the State
