The City of Atlanta, on behalf of the Department of Watershed Management, will shortly undergo a Multi-Step
process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB), towards
the procurement intended to support the Foxboro Distributed Control System parts, equipment, repairs, and related
support services needed to maintain the SCADA systems used by the Office of Water Treatment and Reclamation.
The solicitation will include Group I for Foxboro DCS parts and accessories, and Group II for miscellaneous
services such as repair support, startup testing, loop checks, operational verification, staff training, and
documentation of replaced or upgraded parts. Interested vendors during the prequalification phase should be
prepared to demonstrate the ability to supply manufacturer-certified Foxboro DCS parts or approved equivalents,
meet warranty requirements, and provide timely access to critical parts. Vendors should also show service capability
for troubleshooting, diagnostics, field support, and properly credentialed personnel who can access City facilities
when needed. The City's expectation is that the selected vendor ensures reliable availability of critical DCS parts
and responsive repair support so water treatment and reclamation operations are not delayed by equipment
downtime or unsupported system components. The selected vendor must also support compliance and asset
management through proper testing, documentation, warranty support, and facility staff training. Vendors capable
of supplying Foxboro DCS parts under Group I, providing the related miscellaneous and service support under
Group II, experience with SCADA/DCS environments certified parts and system checks are encouraged to prepare
for this upcoming solicitation process. A Pre-Solicitation Conference will be noticed and then held to provide more
details and address questions.

SCOPE AND CLASSIFICATION - PART I
Scope - This specification describes minimum requirements for the supply of parts,
equipment, appurtenances, and ancillary associated services to provide, maintain,
replace, inspect and repair the Foxboro Distributed Control Systems (DCS) for the
Supervisory Control and Data Acquisition (SCADA) systems installed at the various
facilities for the Office of Water Treatment and Reclamation, Department of Watershed
Management, City of Atlanta.
