The Consultant shall provide a Greenway Feasibility Study including: Need and Purpose analysis; Existing Conditions Assessment of land use, roadway network, sidewalks, utilities, environmental constraints, and topography; Route Alternatives Analysis comparing multiple alignments along roadways, utility corridors, stream corridors, railroad corridors, and park connections; Right-of-Way Evaluation; Environmental Review of wetlands, streams, floodplains, tree impacts, protected species, and cultural resources; Conceptual Design including 10-foot to 14-foot multi-use trail, trailheads, parking, bridges, lighting, and signage; Cost Estimates for design, right-of-way, utility relocations, environmental mitigation, construction, CEI, and contingency; Funding Opportunities analysis; Public Involvement Plan with a minimum of 3 meetings; and an Implementation Plan with recommended phasing.
