These instructions will bind bidders to terms and conditions herein set forth, except as specifically qualified in special bid and
contract terms issued with any individual bid.
The consultant will collect current traffic volumes, crash history, and land use data; evaluate congestion levels, operational performance, and crash trends; identify gaps in roadway network connectivity and multimodal access; review functional classifications per GDOT Standards; conduct detailed intersection analysis; propose targeted improvements such as turn lanes, roundabouts, and pedestrian crossings; prioritize improvements into short-, medium-, and long-term phases with cost estimates; and ensure alignment with the DARTS 2050 MTP and other local plans.
