Summary of Scope of Work: Independent Cost Estimating (ICE) in support of the Department’s Alternative
Delivery programs.
The Public-Private Partnership (P3) Division is seeking qualified consultants to provide Independent Cost
Estimating (ICE) in support of the Department’s Alternative Delivery programs/projects.
For major P3, DB, CM/GC projects, the selected Consultant will serve as an independent advisor to the
Department, developing contractor-style, production-based, bottom-up cost estimates and construction
schedules for major transportation improvements. Services will include independent quantity take-offs;
evaluation of construction means and methods, production rates, and labor, equipment, material, and
subcontractor costs; schedule development and review; project risk assessment and pricing; constructability and
value engineering support; estimate reconciliation with the Developer/Contractor; and commercial negotiation
support to assist the Department in establishing fair and reasonable pricing for transportation facilities/projects.
