The contractor will survey every eligible child care provider in Delaware to determine private-pay market rates, separately estimate the actual cost of operating at basic and higher quality levels, collect additional provider information required by federal rules, compare cost and price against what Delaware currently pays, and deliver a public report, a cost estimation tool, and the underlying data. The work is organized into twelve tasks covering project management, provider engagement, study design, data collection, market rate and cost of care analysis, gap/scenario analysis, reporting, briefings, and data delivery/closeout, with an optional priced-separately task for alternative methodology support.
