The contract will conduct a study to assist the Secretary of State and Department of State in reviewing the structure of the Public Service Commission and its staff, commissioner term length, qualifications of commissioners, the Commission's role in strategic planning for the State, and the best use of the PSC staff as it relates to the Commission's role and responsibilities. The study will examine whether commissioners should serve on a part-time or full-time basis, the geographic residency and appointment process, number of commissioners, and recommended changes to the PSC staff, and the commission's role in energy policy, economic development, and environmental issues in the State. DOS seeks a comprehensive study to include analysis of the current PSC structure, best practices from other state utility commissions, and interviews with interested parties to determine what changes, if any, should be made to the Delaware PSC organizational structure.
