The City of Dallas (the “City”) is requesting Qualification Statements from qualified firms to act as the City’s agent (hereinafter defined as “Developer Agent”) to provide pre-development and development services, in accordance with Texas Local Government Code Section 271.908 (“TLGC”), for the redevelopment and adaptive reuse of an existing facility into a new mission-critical 911 Emergency Communications Center (“911") and Emergency Operations Center (“EOC”) (the “Project”). The Project will provide a resilient, secure, and technologically advanced facility supporting emergency communications and emergency management operations.
The Developer Agent will provide pre-development and development services in accordance with Texas Local Government Code Section 271.908 for the redevelopment and adaptive reuse of an existing facility into a mission-critical 911 Emergency Communications Center and Emergency Operations Center. The Developer Agent is required to implement a centralized contract administration system to verify vendor compliance, including validation of insurance certificates, performance bonds, and deliverable quality. Performance will be measured through a quality assurance program, adherence to critical path milestones, and functional performance testing validating 99.999 percent uptime reliability for all mission-critical systems. The Developer Agent must provide documentation of non-conforming work, corrective action plans, and a formal Project closeout process including verification of warranties, as-built documentation, and regulatory sign-offs for facility occupancy.
