The consultant will provide services including water user outreach and pre-application support, managing the application process (including hosting an online portal), program implementation, and verification and accounting of contributed water. Tasks include developing outreach materials, reviewing applications, coordinating with water users and state/federal agencies, performing daily water tracking, drafting reports, and conducting field verification as needed. The consultant will not perform economic analysis or install infrastructure.
