As an agency within the Legislative Branch, the OSA is exempt from the State Procurement Code and State Procurement Rules. All communications regarding this RFP should take place directly with the OSA's assigned contact listed in the RFP.
The Contractor will conduct a performance audit to assess the Division of Gaming's regulation of Colorado's Sports Betting Program and Fund. The audit objectives include determining whether the Division's processes for reviewing sports betting taxes ensure operators remit correct amounts, evaluating the effectiveness of compliance inspection and complaint investigation processes, and determining whether the Hold Harmless Fund is serving its purpose. The Contractor will be responsible for planning and conducting the audit, developing written findings, writing the audit report, and presenting the report to the Legislative Audit Committee. Work is estimated to begin about November 5, 2026, with planning and fieldwork through March 1, 2027, and reporting through June 2027. The final report must be completed no later than April 30, 2027.
