STI/HIV/VH Home Test kits
The purpose of this project is to solicit proposals for a vendor to provide access to home STI/HIV/HCV test kits that can be ordered through an online platform and mailed discreetly to a client's home. The home test kits include testing for Syphilis, HIV, Hepatitis C, Chlamydia and Gonorrhea. This project seeks to provide home-based test kits to individuals at heightened risk of acquiring an STI, HIV, and/or HCV. This would include men who have sex with men (MSM), transgender, people who use drugs (PWUD), people experiencing homelessness, person who exchanges sex for goods or money, Black/Latinx community, women who are having sex with bisexual males, and others who have had a known or suspected exposure. This project will increase access to STI/HIV/HCV testing to reduce the risk and burden of acquisition by eliminating potential geographic, transportation, and stigma barriers. The vendor must provide home STI/HIV/HCV test kits (including HIV, Syphilis, Hepatitis C, Gonorrhea/Chlamydia testing individually and as a comprehensive package) through an online platform. The vendor must manage a secure, bilingual (English/Spanish) portal for client test requests and results, provide provider consultations, prescribe medications, and offer local treatment resources. The vendor must provide test kits free of charge to clients via a voucher system and bill CDPHE. The vendor must also supply bulk kits to local public health agencies and community-based organizations. The vendor must send patient reminder emails for kit return and provide CDPHE with summary data on race/ethnicity, age, sex at birth, zip code, and positivity rates. All testing must be performed at a CLIA-certified, CAP-accredited, HIPAA-compliant laboratory using FDA-cleared diagnostic platforms.
