The Massachusetts Department of Transportation (MassDOT) is soliciting Letters of Interest from parties interested in the Request for Qualifications (RFQ) package for this Design-Build Project
Pre-Bid Conference: The deadline for receipt of Letters of Interest is July 14, 2026 at 12:00 PM (noon). All parties must send a Letter of Interest to MassDOTBIDDocuments@dot.state.ma.us.
The scope of work includes all aspects of design and construction of a new fixed-span Hall-Whitaker Bridge over the Bass River, including approach roadways and utilities, compliance with environmental permits, public outreach, and coordination with stakeholders. The project also includes the full deconstruction and demolition of the temporary bridge structure and all associated site restoration upon completion of the new permanent bridge. Other elements include stormwater drainage system improvements, wetland restoration, survey, geotechnical engineering, traffic management, pavement markings and signage, traffic data collection and signal modification, landscaping, environmental permitting and compliance, hazardous materials assessment and remediation, and construction within tidal waterways and adjacent to wetland, public land, and private right-of-way.
