The Department of Fire Services (DFS) (grantor) announces its intention of a proposed Best Value Grant award to multiple municipal fire departments (grantees). The proposed Best Value Grant award makes funds received by the DFS through a federal grant award from the Department of Homeland Security (DHS) available to support participation on the DFS Hazardous Materials Emergency Response Division, Joint Hazard Incident Response Team (JHIRT) by grantees and their employees.
The grant reimburses grantees for costs of employee participation in JHIRT operations, including quarterly drill attendance and incident response. Reimbursement covers overtime or straight-time rates for team members based on duty status, replacement costs, and travel time for vehicle delivery. Grantees must assign employees who are career firefighters and certified hazardous materials technicians to JHIRT activities when requested by DFS.
