The Town of Ware is seeking proposals from qualified environmental professionals (QEPs) for services toward implementing the Town of Ware Brownfields Cleanup Project (BF00A01119) at the American Gas Site on Monroe Street (RTN-1-0017892) funded by the U.S Environmental Protection Agency (EPA). Proposals are sought only from firms prequalified under the Division of Capital Asset Management and Maintenance (DCAMM) contract for Environmental Engineering, Diagnostics and Testing (PRF77).
Services include preparation of a cleanup plan, Community Relations Plan (CRP), Analysis of Brownfields Cleanup Alternatives (ABCA), bid specifications, review of bids, Quality Assurance Project Plan (QAPP), and oversight of cleanup. The QEP must ensure compliance with CERCLA 104(k), federal and state laws, and the Massachusetts Contingency Plan. Specific tasks include programmatic task assistance (quarterly EPA reports, ACRES reporting), pre-remediation planning (revised ABCA, QAPP, RAM Plan, engineering plans), community outreach (CRP, public meetings), remediation contractor procurement (bid documents, bid evaluation), remediation oversight (LSP oversight, post-remediation sampling), and post-remediation tasks (MCP reporting, AUL, PSC).
