RFP OPM for Hanson Highway Facilities Building and Former Police station Renovation project
The OPM will manage four project phases. Phase I includes assisting with the RFP for the architectural/design firm, attending meetings with the Town Planner and Highway Building Committee, overseeing and reviewing the Designer's work, reviewing cost estimates and invoices, conducting value engineering reviews, reviewing design plans and specifications for cost effectiveness and constructability, and identifying energy efficiency programs such as solar panels. Phase II includes reviewing bid documents, completing cost estimating reviews, preparing project schedules, assisting with bid issuance and pre-bid conferences, conducting contractor and subcontractor selection, and overseeing Designer evaluation. Phase III includes overseeing the General Contractor throughout construction, reviewing construction schedules, monitoring the project budget, managing the change order process, monitoring compliance with statutory requirements, coordinating with energy efficiency programs, conducting on-site inspections, and receiving and reviewing certified payroll for prevailing wage compliance. Phase IV includes securing as-built drawings and construction documents, collecting operations and maintenance manuals and warranties, assisting with equipment testing and staff training, preparing contractor evaluations, reviewing building condition and enforcing warranties, and providing support for claims-related matters. For the former Police Station renovation specifically, work includes interior renovation (walls, ceilings, flooring, bathroom remodels, kitchenette installation), exterior repairs (James Hardie Plank siding, trim, gutters), roofing (new shingles, flashing, ventilation, cleanup), HVAC upgrades (heat pump systems, exhaust ventilation), electrical upgrades (panel upgrades, LED lighting with occupancy and daylight sensors, emergency lighting and backup generator), plumbing fixture replacement with water-efficient fixtures and new water heater, fire alarm and suppression system upgrades, ADA improvements, and security system installation with fiber connectivity, network hardware, access control, and cameras.
