Anticipated Notice of Award: November 1, 2026 Introduction and Project Overview The Grand Harbor Property Owners Association (the "POA") is soliciting proposals from qualified firms and/or individuals to serve as Owner's Representative for the Grand Harbor Front Gate Redesign and Reconstruction Project, a Progressive Design-Build project with an all-in construction and design budget of $650,000.
Grand Harbor is a private, gated residential community on Lake Conroe in Montgomery, Texas. The project consists of the complete redesign and reconstruction of the community's front gate entrance at 11301 Grand Harbor Boulevard, including guard building, drive lanes, monument signage, underground utilities, OSSF, and landscape.
The POA is procuring a Progressive Design-Build Entity (DBE) under a separate two-step best-value RFQ/RFP process (RFQ posts November, 2026; Notice of Award targeted December 15, 2026). The Owner's Representative will be onboarded before the Design-Build RFQ posts and will support the POA throughout DBE selection, design, and construction.
