INTRODUCTION
The City of Breckenridge, Texas invites the submittal of responses to this RFQ from qualified professional design firms interested in providing design services in connection with the planning and design for construction of a new fire station.

City of Breckenridge will give prime consideration to the respondents with significant, current experience in the development, design, and construction of fire stations. The City reserves the right to negotiate with one or more parties and is not obliged to enter into any contract with any respondent on any terms or conditions. City of Breckenridge reserves the right to select an architectural design firm based solely on the evaluation of the responses to this RFQ. Alternatively, the City may elect to hold interviews with the highest-ranking respondents at its sole discretion.
OBJECTIVE
The City of Breckenridge Fire Department serves the entirety of Stephens County Texas. Over 920 square miles and 9,000+ citizens served out of one fire station. The proposed facility will house all department apparatus and living quarters for full-time fire fighters. Currently, the department consists of eight (8) fire apparatus and nine (9) full-time fire fighters, in twenty-four (24) hour shifts of three (3). Gear decontamination, cleaning and storage areas will also be included, along with workout and training/meeting areas. The selected firm will work with city representatives to plan and design a modest structure that will serve to meet the department’s needs with fiscal responsibility and real world, cost saving ideas incorporating principles of value engineering.

GENERAL SUBMISSION REQUIREMENTS
It is the intention of the City of Breckenridge to retain an architecture firm with demonstrated abilities to meet timeline, budgets, and client expectations, with a focus on budget constraints. The City is especially interested in firms with experience with relevant facilities.

Value History 20 points The Statement of Qualifications should not exceed twenty (20) single-sided pages, excluding cover sheet, tabs, and cover letter. Provide four (4) printed and bound copies of the submittal. Additionally, one (1) electronic (PDF) copy shall be submitted.

PUBLIC INFORMATION NOTIFICATION
The City of Breckenridge considers all material, information, communications, and correspondence in any form from the respondents of this RFQ to be non-proprietary and non-confidential and therefore subject to public disclosure under the Texas Public Information Act before and after award of the contract.

The selected firm will perform initial surveys and soil investigations as needed for design, prepare preliminary and final design plans and specifications, produce computer-generated renderings, conduct design development, and provide bid-phase assistance if needed. The firm will also conduct a pre-design review, develop a conceptual site plan, prepare schematic design drawings, design development drawings, construction drawings, and bid documents, make presentations to the City, develop alternatives to keep the project within budget, provide value engineering recommendations, respond to and incorporate comments from the City's representative, coordinate changes and owner-supplied equipment, produce all documents required for the bid packet, and respond to requests for information from bidding contractors.
