The Project generally consists of providing backup electrical power to the Aransas County Environmental Health Building. The Work includes extending electrical service from the existing generator distribution system to the Environmental Health Building and installing a new automatic transfer switch to provide reliable normal and standby power.
The Work includes, but is not limited to, furnishing and installing new 200-amp feeder conductors and conduit; replacing the existing distribution panel; demolishing and replacing the existing lighting panel; coordinating the final conduit routing with existing site conditions, Aransas County, and Garver; installing the Owner-furnished generator monitoring hardware and connecting it to the existing generator; furnishing and installing a new outdoor 200-amp, 120/240-volt, single-phase automatic transfer switch; and completing all normal-power, emergency-power, load, grounding, control, testing, and related connections required for a complete and operational system.
Pre-bid meeting: October 6, 2026 at 2:00 PM (Chicago) — Aransas County Courthouse, 308 N. Live Oak Street, 2nd Floor Conference Room, Rockport, TX 78382 — A non-mandatory pre-bid conference will be held at the location indicated above. Representatives of Aransas County and Garver will be available to discuss the Project. Attendance is encouraged but is not required to submit a bid. A site visit will follow the pre-bid conference. Bidders are responsible for arranging their own transportation to the project site.
Bid opening: October 13, 2026 at 2:00 PM (Chicago) — Aransas County Office, 308 N. Live Oak Street, Rockport, TX 78382 — Competitive sealed bids must be received at the Aransas County Courthouse no later than 2:00 PM Central Time on Tuesday, October 13, 2026. Bids received after the deadline will not be accepted. The bids will be publicly opened and read at 2:00 PM in the second-floor conference room. No bid may be withdrawn for at least 60 days after the scheduled bid opening.

Bids must include 5% bid security and the required Qualifications Statement. The successful bidder must provide performance and payment bonds equal to 100% of the Contract Price, the required warranty bond, and proof of insurance. Davis-Bacon prevailing wage requirements apply. The Work must be completed within 26 weeks after the Effective Date of the Contract. Liquidated damages are $500 per day, and bids will remain valid for 60 days after opening. Section 3, minority-owned, small, and women-owned businesses are encouraged to participate. Refer to the bidding documents for complete requirements.
The bidding documents include the 100% design plan set and the specifications and contract documents. Copies of the complete bidding documents are available through CIVCAST and the Aransas County Public Notices website. Bidders are responsible for reviewing the complete bidding documents and all addenda issued for the Project.
