Content: As part of our pre-construction planning and hazard assessment for the exterior renovation for Villas on the Strand in Galveston, Texas, we have identified an electrical hazard that must be addressed before work can safely proceed on portions of the building exteriors. The project involves removal and replacement of the existing exterior materials on the brick building and EFIS building. This work will require employees to utilize scaffolding, aerial/scissor lifts, and portable ladders and will involve handling tools, siding materials, scaffold components, and other construction materials at elevation. Existing overhead electrical power lines owned and/or operated by CenterPoint Energy are located approximately 7 1/2 feet horizontally from the edge of the building, the closet point. Based on the anticipated work activities and equipment required to perform the exterior renovations, employees, scaffolding, lifts, ladders, tools, and/or construction materials could enter the required clearance area surrounding these energized lines. Applicable OSHA Requirements 29 CFR 1926.451(f)(6) – Scaffolds and Power Lines OSHA establishes minimum clearances between scaffolds, including conductive materials being handled from scaffolds, and exposed energized power lines. For uninsulated lines up to 50 kV, the minimum clearance is generally 10 feet. The standard also establishes clearance requirements for insulated lines and lines operating at higher voltages. The standard provides an exception where the work requires closer clearance, provided the utility company or electrical system operator has been notified and has deenergized the lines, relocated the lines, or installed protective coverings to prevent accidental contact. Because the existing power lines are approximately 7 1/2 feet from the building, the normal 10-foot clearance cannot be maintained during portions of the proposed exterior work. 29 CFR 1926.416(a)(1) – Protection of Employees OSHA prohibits an employer from permitting an employee to work in such proximity to an electric power circuit that the employee could contact the circuit during the course of the work unless the employee is protected against electric shock by deenergizing and grounding the circuit or by effectively guarding it through insulation or other means. Additionally, 29 CFR 1926.416(a)(3) requires employers, before work begins, to determine whether energized electrical circuits are located such that employees, tools, or equipment could come into physical or electrical contact with those circuits. 29 CFR 1926.1053(b)(12) – Ladders Where ladders are used in locations where an employee or ladder could contact exposed energized electrical equipment, OSHA requires ladders with nonconductive side rails. While nonconductive ladders reduce the electrical conductivity hazard, their use does not eliminate the need to address the underlying electrical exposure. Requested Corrective Action Before exterior work proceeds within the affected area, we request that the Owner coordinate with CenterPoint Energy to evaluate the existing electrical lines and establish an acceptable means of protecting employees performing this work. We propose the following alternatives, in order of preference: 1. Utility-Installed Protective Covering – Preferred Alternative Our preferred solution is for CenterPoint Energy to install utility-approved insulating/protective line coverings or other appropriate protective guarding over the affected energized conductors for the duration of the exterior work. This approach may allow the exterior work to proceed while minimizing disruption to the facility, provided CenterPoint Energy determines that the protection is appropriate for the voltage, line configuration, work activities, and required clearances. Any protective covering or guarding should be installed, maintained, and removed by CenterPoint Energy or another party specifically authorized and qualified by the utility. Project construction personnel would not install, modify, move, or remove utility protective coverings. 2. Temporary De-energization If Center Point Energy determines that protective covering is not appropriate or does not provide adequate protection for the proposed work, the affected electrical lines could be temporarily deenergized and appropriately grounded while work is performed within the affected area. The timing of any outage could be coordinated between the Owner, CenterPoint Energy, and the construction team to minimize operational disruption. 3. Temporary or Permanent Relocation If neither protective covering nor temporary de-energization is feasible, CenterPoint Energy could evaluate temporarily or permanently relocating the affected lines to provide sufficient clearance from the building and construction operations. Work Restriction Pending Resolution Until an acceptable method of electrical hazard control has been established and coordinated with CenterPoint Energy, exterior work requiring employees, scaffolds, aerial/scissor lifts, ladders, tools, equipment, or materials to enter the applicable electrical clearance area should not proceed as this is a potential violation of federal statue and local/ state codes. The approximately seven and one-half foot building-to-line dimension is particularly significant because the exposure must consider not only the location of the work platform but also employees, scaffold components, siding materials, ladders, tools, and other objects that could extend toward the energized conductors. We request that the Owner contact CenterPoint Energy as soon as practical to arrange a site evaluation. We are available to participate in an onsite meeting with the Owner, CenterPoint Energy, and project representatives to review the proposed work locations, equipment, access requirements, voltage and configuration of the lines, and appropriate protective measures. Our objective is to establish a practical solution that allows the exterior renovation work to proceed while maintaining compliance with applicable OSHA construction standards and protecting employees from potential electrical contact. Please advise once CenterPoint Energy has been contacted so the appropriate protective measures can be incorporated into the project schedule and site-specific safety planning

Content: As part of our pre-construction planning and hazard assessment for the exterior renovation for Villas on the Strand in Galveston, Texas, we have identified an electrical hazard that must be addressed before work can safely proceed on portions of the building exteriors. The project involves removal and replacement of the existing exterior materials on the brick building and EFIS building. This work will require employees to utilize scaffolding, aerial/scissor lifts, and portable ladders and will involve handling tools, siding materials, scaffold components, and other construction materials at elevation. Existing overhead electrical power lines owned and/or operated by CenterPoint Energy are located approximately 7 1/2 feet horizontally from the edge of the building, the closet point. Based on the anticipated work activities and equipment required to perform the exterior renovations, employees, scaffolding, lifts, ladders, tools, and/or construction materials could enter the required clearance area surrounding these energized lines. Applicable OSHA Requirements 29 CFR 1926.451(f)(6) – Scaffolds and Power Lines OSHA establishes minimum clearances between scaffolds, including conductive materials being handled from scaffolds, and exposed energized power lines. For uninsulated lines up to 50 kV, the minimum clearance is generally 10 feet. The standard also establishes clearance requirements for insulated lines and lines operating at higher voltages. The standard provides an exception where the work requires closer clearance, provided the utility company or electrical system operator has been notified and has deenergized the lines, relocated the lines, or installed protective coverings to prevent accidental contact. Because the existing power lines are approximately 7 1/2 feet from the building, the normal 10-foot clearance cannot be maintained during portions of the proposed exterior work. 29 CFR 1926.416(a)(1) – Protection of Employees OSHA prohibits an employer from permitting an employee to work in such proximity to an electric power circuit that the employee could contact the circuit during the course of the work unless the employee is protected against electric shock by deenergizing and grounding the circuit or by effectively guarding it through insulation or other means. Additionally, 29 CFR 1926.416(a)(3) requires employers, before work begins, to determine whether energized electrical circuits are located such that employees, tools, or equipment could come into physical or electrical contact with those circuits. 29 CFR 1926.1053(b)(12) – Ladders Where ladders are used in locations where an employee or ladder could contact exposed energized electrical equipment, OSHA requires ladders with nonconductive side rails. While nonconductive ladders reduce the electrical conductivity hazard, their use does not eliminate the need to address the underlying electrical exposure. Requested Corrective Action Before exterior work proceeds within the affected area, we request that the Owner coordinate with CenterPoint Energy to evaluate the existing electrical lines and establish an acceptable means of protecting employees performing this work. We propose the following alternatives, in order of preference: 1. Utility-Installed Protective Covering – Preferred Alternative Our preferred solution is for CenterPoint Energy to install utility-approved insulating/protective line coverings or other appropriate protective guarding over the affected energized conductors for the duration of the exterior work. This approach may allow the exterior work to proceed while minimizing disruption to the facility, provided CenterPoint Energy determines that the protection is appropriate for the voltage, line configuration, work activities, and required clearances. Any protective covering or guarding should be installed, maintained, and removed by CenterPoint Energy or another party specifically authorized and qualified by the utility. Project construction personnel would not install, modify, move, or remove utility protective coverings. 2. Temporary De-energization If Center Point Energy determines that protective covering is not appropriate or does not provide adequate protection for the proposed work, the affected electrical lines could be temporarily deenergized and appropriately grounded while work is performed within the affected area. The timing of any outage could be coordinated between the Owner, CenterPoint Energy, and the construction team to minimize operational disruption. 3. Temporary or Permanent Relocation If neither protective covering nor temporary de-energization is feasible, CenterPoint Energy could evaluate temporarily or permanently relocating the affected lines to provide sufficient clearance from the building and construction operations. Work Restriction Pending Resolution Until an acceptable method of electrical hazard control has been established and coordinated with CenterPoint Energy, exterior work requiring employees, scaffolds, aerial/scissor lifts, ladders, tools, equipment, or materials to enter the applicable electrical clearance area should not proceed as this is a potential violation of federal statue and local/ state codes. The approximately seven and one-half foot building-to-line dimension is particularly significant because the exposure must consider not only the location of the work platform but also employees, scaffold components, siding materials, ladders, tools, and other objects that could extend toward the energized conductors. We request that the Owner contact CenterPoint Energy as soon as practical to arrange a site evaluation. We are available to participate in an onsite meeting with the Owner, CenterPoint Energy, and project representatives to review the proposed work locations, equipment, access requirements, voltage and configuration of the lines, and appropriate protective measures. Our objective is to establish a practical solution that allows the exterior renovation work to proceed while maintaining compliance with applicable OSHA construction standards and protecting employees from potential electrical contact. Please advise once CenterPoint Energy has been contacted so the appropriate protective measures can be incorporated into the project schedule and site-specific safety planning
