The Illinois Commerce Commission (ICC) seeks proposals from qualified vendors to serve as the Facilitator for the Low-Income Energy Efficiency Accountability Committee (LIEEAC) North Subcommittee. The selected Vendor will provide facilitation, administrative, operational, and fiscal support under the direction of the LIEEAC North Regional Subcommittee Leadership (LIEEAC North RSL) and under the general oversight of ICC Staff to support the effective operation of the Committee.

The Vendor shall provide facilitation, administrative, operational, and fiscal support under the direction of the LIEEAC North Regional Subcommittee Leadership (LIEEAC North RSL) and under the general oversight of ICC Staff. Services include coordinating committee operations, stakeholder engagement, meetings, communications, website management, grants, stipends, financial administration, reporting, and related activities. The Vendor shall conduct at least twelve LIEEAC North RSL meetings, four quarterly LIEEAC North Subcommittee meetings, one joint North/South meeting, and required ad hoc meetings each contract year. The Vendor shall also develop, launch, and maintain a LIEEAC North Subcommittee website, administer grants and stipends, and develop a Policies and Procedures Handbook.
