The Illinois Department of Transportation's Office of Business and Workforce Diversity (OBWD) seeks a venue for the 2027 Disadvantaged Business Enterprise (DBE) Conference: Today's Challenge, Tomorrow's Reward. The event provides workshops and networking to help DBE firms pursue federally funded highway contracts and support Federal Highway Administration (FHWA) goals. It will be held on 2 consecutive days between Feb. 24 and Apr. 8, 2027, in Cook, Will, DuPage, Kane, McHenry, or Lake County.

The venue must provide a main presentation room for up to 500, an exhibitor area for 75 vendors, at least six breakout rooms for 75 each, two smaller side rooms for staff, a registration area, and a business center. It must supply all audio/visual equipment, internet connectivity, and on-site A/V and IT support. Catering includes breakfast, lunch, refreshments, and networking appetizers over two days, with specific menu requirements. The venue must reserve 150 overnight rooms at the government rate for the night before Day 1 and the night of Day 1, plus 50 rooms for the night of Day 2, and provide one suite for the conference facilitator for three nights. Complimentary parking for all attendees is required.
