- The Illinois State Police Special Operations Command (SOCOM) is requesting approval for the procurement of Ultimate Training Munition (UTM) 5.56mm Man Marker Rounds in either Red or Blue for ISP SWAT operations and tactical training. Munitions requested must be Man Marking Rounds with Velocity no greater than 400 feet per second. The accuracy should be within 2in at 25 yards and non-toxic. Orders will be placed on an as-needed basis. The quantity listing is a projection for evaluation purposes only and is not a guarantee for minimal purchase order. All quoted prices must be valid through November 30, 2029 (3-year contract). Furthermore, all prices must include shipping and handling charges. No price increase will be accepted. In the event of a price decrease, the agency is guaranteed to receive the lowest price. We reserve the right to reject all offers or to reject individual offers for failure to meet any requirement. Winning vendor will be selected based on low quote total. Orders must be received within 45 calendar days after receipt of the order. Vendor must agree to a partial shipment in case of a delay on the total order. All deliveries must be received at the Illinois State Police, Attn: 4700 Rodgers Street, Springfield, IL 62703. Deliveries are accepted Monday through Friday, 8:30am to 4:00pm; No Holiday Deliveries. ***This is a BRAND NAME solicitation*** Bidders should provide with their bid submission a specification sheet or other suitable documentation which shall include, at a minimum, Brand Name, Model Name, and Specifications for the products quoted. This must be of sufficient detail to enable the ISP to determine whether the product offered to the ISP meets our requirements as stated in this Bid.
