The Legislative Affairs Agency (Agency) is soliciting proposals from qualified Contractors to provide professional property management services for three residential apartment buildings located in Juneau, Alaska (Gold and Sixth Street Apartments). The Gold and Sixth Street Apartments consist of two four-unit buildings and one eight-unit building, for a total of 16 two-bedroom apartments, with onsite parking at each property.
A more detailed description of the properties and services to be performed is provided in Section Two (RFP Specifications) of the attached RFP.
Important Notices to potential Offerors
**Registration with Procurement Manager: **If you are receiving this solicitation from the State of Alaska Online Public Notices website or through email, you must register with the Procurement Manager to receive subsequent amendments. **Pre-Proposal Teleconference and Site-visit: **All prospective Offerors are encouraged to attend the pre-proposal meeting and site visit to be considered for award of a Contract resulting from this RFP. The mandatory pre-proposal meeting is scheduled for Wednesday, October 14, 2026, at 2:00 p.m., Alaska Time. To attend, Offerors shall either attend in person at the Terry Miller Legislative Office Building (TMLOB) in Juneau, Alaska at 129 6th Street, 1st floor conference room, Juneau, Alaska, or call one of the following teleconference lines: 907-586-9085 (Juneau), 907-563-9085 (Anchorage), or 1-844-586-9085 (toll free outside of Juneau and Anchorage).
Following the teleconference, the Agency will coordinate an exterior site visit of the Gold and Sixth Street Apartments for the purpose of planning and preparing the Offeror's Proposal for this RFP. The site visits will be limited to 30 minutes, will be limited to the exterior areas of the facility because of active renovations, and all visitors attending will be required to follow the onsite renovation contractor’s visitor requirements.
**Deadline for Receipt of Proposals: **Proposals must be received by the Procurement Manager no later than 11:30 A.M. Alaska Time on November 9, 2026. Late proposals will not be accepted.

The successful offeror shall provide comprehensive property management services including implementation of the Legislative Apartments Policy; conducting biennial market analyses of rental and storage rates; assisting with establishing rental and deposit rates; administering apartment applications and assignments; showing apartments to prospective tenants; preparing and administering leases; administering regular-session, special-session, and interim occupancy; collecting and accounting for rent, security deposits, and fees; providing financial management and accounting services; performing move-in, move-out, and property inspections; maintaining inventories of agency-owned items; receiving and managing tenant maintenance requests; providing or arranging preventative maintenance and repairs; responding to property-related emergencies 24 hours a day; arranging apartment and common area cleaning; providing snow and ice control; performing window cleaning; performing interior and exterior light bulb replacement and minor maintenance; monitoring property conditions and reporting deficiencies; ensuring compliance with housing and property laws; and providing accounting, recordkeeping, and reporting services. The offeror shall coordinate with the agency before initial tenant occupancy to prepare properties for occupancy, including property inspections, documentation of apartment condition and inventories, and establishing key, access, parking, lease, and tenant records.
