**Amendment 0001 (8/3/2026): **The purpose of this amendment is to update the NAICS of this solicitation to 334511 to utilize the non-manufacturer rule class waiver for this NAICS.
This is a combined presolicitation/solicitation for a commercial commodity in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 12.202(b)(1), as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate solicitation will not be issued.
The 55th Contracting Squadron has an ongoing requirement to purchase a spectrum analyzer that meets or exceeds the salient characteristics outlined in the Statement of Need.

The contractor must supply a spectrum analyzer capable of electromagnetic analysis between 2 Hz and 85 GHz, with minimum characteristics including phase noise of -140 dBc at 10 KHz offset, OCXO precision frequency reference, 5G-NR R15 DL measurements, AM/FM/PM modulation analysis, VOR/ILS measurements, and various wireless standards support (LTE, WLAN, Bluetooth, etc.). The analyzer may be fixed or portable. The contractor must also provide a recommended antenna set for mobile operation, a transportation case (if available), a 5-year warranty and calibration, and training on the spectrum analyzer.
