The Lincoln VARO, VR&E Service, requires the delivery of a single, fully integrated, fully operational, and safe Mobile SPF Application System ("the System") in support of an approved VR&E self-employment services plan authorized under 38 U.S.C. Chapter 31. The Contractor shall furnish all additional equipment and materials, and shall perform the integration, configuration, testing, commissioning (if applicable), training, and documentation services necessary to transform the Veteran-furnished trailer and previously acquired equipment into a turnkey, ready-to-work end item.

The contractor shall furnish all additional equipment and materials and perform integration, configuration, testing, commissioning (if applicable), training, and documentation services to transform a Veteran-furnished trailer and previously acquired equipment into a fully integrated, fully operational, and safe Mobile SPF Application System. The contractor shall procure brand name or equal equipment including a Graco Reactor 3 E-30 proportioner, T3 transfer pump, ST1 spray gun, 7.5 HP 3-phase compressor, 30 kW diesel generator, 40-gallon fuel tank, Schulz ADS-35 air dryer, 20-inch scarfer, drum mixer, 16 HP gas engine vacuum, deluxe vacuum package, disposable vacuum bags, and an Allegro one-worker full mask system with 100-foot hose. The contractor shall also perform design and layout, ensure safe and code-compliant integration per OSHA, NEC/NFPA, and manufacturer standards, and provide verified performance test results, training verification, an as-built documentation package, and warranty support. Total performance shall not exceed 30 calendar days after delivery of the trailer to the installation site.
