Monopole (Maintenance and Repair)

The 30 SIG at Schofield Barracks, Hawaii, has a requirement for Monopole (Maintenance and Repair) services. All job duties and personal qualifications must be performed in accordance with the attached performance work statement (PWS).
The period of performance shall be for one base year of 12 months, and four 12-month option years. The period of performance reads as follows:
Base Year: 1 Sep 2026 to 31 Aug 2027
Option Year One: 1 Sep 2027 to 31 Aug 2028
Option Year Two: 1 Sep 2028 to 31 Aug 2029
Option Year Three: 1 Sep 2029 to 31 Aug 2030
Option Year Four: 1 Sep 2030 to 31 Aug 2031
Location of Performance: Services shall be provided at 30 SIG, BLDG 6042, HIGGINS ROAD, SCHOFIELD BARRACKS, HI 96857-5000

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services:
(a) Notice of Question(s) Submission Deadline:
Offerors are requested to review this solicitation in its entirety, including attachments, and urged to submit any questions regarding this document to the Contracting Officer and Contract Specialist in writing via email (maletta.a.chan.civ@army.mil and erica.e.porras-henson.civ@army.mil) by 11 August 2026, 9:00 AM Hawaii Standard Time in order to allow for the preparation of answers to be provided to all prospective offerors. Any questions received thereafter may not be processed.
(b) Submittal Requirements: All quotations submitted shall confirm offered qualifications and services are in accordance with the PWS. All quotations shall include the following:
(c) Submittal Deadline: The Offeror shall provide quotes via email to: maletta.a.chan.civ@army.mil and erica.e.porras-henson.civ@army.mil with the supporting documents as specified under paragraph (b) of this section no later than 15 August 2026, 0700 Hawaii Standard Time. Contract Writing System provided errors during release and SAM.gov is that correct deadline for submission of quotes.

The Contractor shall provide equipment, tools, material, parts, vehicles, and other items and services necessary to perform remedial maintenance, preventive maintenance (PM), and emergency repairs for monopole towers and warning lights located on the Island of Oahu at Fort Shafter, Red Hill aka Aliamanu Military Reservation, Mount Ka'ala, Diamond Head, and Mauna Loa Observatory, Big Island of Hawaii. Preventive maintenance shall be performed once a year and includes inspection, lubrication, cleaning, adjustments, replacement of minor parts, warning lights, and base plates. Remedial maintenance requires restoring monopole tower antennas to full operational capability within three working days after notification. Emergency maintenance during normal duty hours requires a two-hour response and restoration within six hours after response; after normal duty hours the same response and restoration timelines apply. The Contractor must have climbing pegs and replacement lights on inventory and provide a 30-day warranty on all time and material.
